Setelah Kudeta 1965: Kisah Tapol di Pulau Buru (Bagian II)

Kerja keras para tahanan politik (Tapol) Pulau Buru, Kepulauan Maluku, ternyata membuahkan hasil yang selalu meningkat.

Diulas dalam kajian “Tahanan Politik Orde Baru di Pulau Buru 1969-1979”, Penanaman padi di Unit II pada masa tanam (MT) I/1976 diketahui menghasilkan 266 ton Gabah Kering Bersih (GKB). Hasil terus meningkat. Pada MT II/1976, hasilnya sebesar 380 ton GKB.

Dua hasil tersebut dipotong untuk berbagai pembiayaan. Setiap Tapol mendapat Rp2 ribu.

Tercatat pula, pada MT I/1977, hasil tani kelebihan produksi sebesar 45 ton GKB. Setelah gabah mengalami proses giling, GKB menghasilkan uang sebesar Rp2,29 juta. Uang tersebut, katanya, dipotong untuk berbagai pembiayaan. Setiap Tapol mendapat uang sebesar Rp1.700 per kepala.

Namun tak hanya itu, pada masa kepemimpinan Dan Tefaat Buru AS Rangkuti (1972-1973) dan Samsi MS (1973-1974), para Tapol Buru juga mengerjakan proyek penggergajian papan kayu meranti.

Mereka menjual papan kayu meranti setiap kubik dengan ukuran 3 meter, lebar 25 cm, dan tebal 2 cm dengan harga Rp4 ribu kepada Dan Unit II. Papan kayu tersebut juga dijual ke Pelabuhan Namlea dengan  harga Rp20 ribu per kubik.

Keuntungan penjualan diketahui sebesar 400 persen. Hasil keuntungan masuk ke kas tefaat dan kas unit. Sebagian keuntungan lagi, masuk ke saku Dan Tefaat maupun Dan Unit, dan juga para Tonwal Unit II. Sementara, para Tapol tak diketahui mendapat keuntungan itu atau tidak.

Selidik demi selidik, ada juga petugas korup. Ketika masa kepemimpinan Kolonel Lewirisa pada Maret 1978-Desember 1979, muncul isu bahwa ternyata terdapat bantuan subsidi uang dari pemerintah untuk kebutuhan Saprodi.

Pramoedya Ananta Toer mengetahui hal itu. Tak tahan melihat ketidakadilan, sastrawan tenar itu melaporkan kasus tersebut kepada Adam Malik di wisma kediamannya. Waktu itu, Adam Malik menjadi Wakil Presiden Republik Indonesia.

Pramoedya mengusulkan agar uang tersebut digunakan untuk modal usaha para Tapol Tefaat Buru. Namun, Adam Malik kurang tertarik dengan kasus tersebut.

Kepada Pramoedya, Adam mengatakan, “Uang itu ada di tangan militer, sudah jangan dipikirkan lagi.”
