Kebijakan Riset, Teknologi, dan Pendidikan Tinggi (Ristekdikti) pada tahun 2017 yang mengharuskan tulisan jurnal ilmiah untuk para dosen demi memperoleh tunjangan profesi dan tunjangan kehormatan guru besar memberikan perubahan besar untuk dunia pendidikan kampus. Sejak saat itu, para dosen dan akademisi berlomba-lomba untuk menerbitkan jurnal ilmiah internasional berindeks scopus.
Kegiatan ini menjadi wajib bagi para dosen/akademisi sebagai suatu publikasi karya ilmiah. Hal ini juga memicu banyak berkembang konferensi ilmiah yang bersifat internasional dengan tujuan memperoleh indeks jurnal scopus. Kegiatan ilmiah menjadi lebih hidup dengan keterlibatan para dosen/akademisi dalam berbagai konferensi ilmiah tersebut.
Namun, terjadi problematika dalam perkembangannya. Salah satu masalah yang muncul adalah ketidakmampuan atau ketidaktahuan para dosen/akademisi dalam hal cara menembus jurnal terindeks scopus. Sebab, guna menembus jurnal ilmiah internasional itu juga merupakan suatu upaya yang tidak mudah.
Sebagai suatu karya ilmiah yang memiliki legitimasi internasional, Scopus memang memiliki kualifikasi yang ketat. Selain memerlukan kualitas jurnal yang baik dan mendalam, Scopus juga memberikan suatu penemuan baru yang bermanfaat untuk kepentingan ilmu pengetahuan ke depan.
